Who sets the rules

Wyoming High School Activities Association (WHSAA); W.S. 21-25-401 (2026 Wyo. Sess. Laws, SF0053, Enrolled Act No. 24, Senate)

The rule

SF0053 (signed March 3, 2026, effective July 1, 2026) created W.S. 21-25-401 requiring any student representing a Wyoming high school in a WHSAA-sanctioned sport or activity to be an amateur; a student forfeits amateur status by 'capitalizing on the student's athletic fame or the student's name, image or likeness by receiving money,' gifts of monetary value, merchandise or other consideration related to competing. WHSAA's own NIL policy proposal (Rules 5.7.1-5.7.4) passed first reading April 2025 (12-4) but failed on second reading at the October 2025 board meeting.

NCAA Division I, everywhere

Every deal worth $600 or more (added up per payer) entered since July 1, 2025 or the start of junior year, whichever is later, must be reported through NIL Go within 14 days of starting classes or before the first game.

Recruits enrolling on or after August 1, 2026 may hire agents under the April 15, 2026 Division I rule. The NJCAA still ends eligibility for a written agent agreement.

Quick answers

Can high school athletes in Wyoming make NIL money?

No. Wyoming does not allow high school athletes to earn NIL money while they keep school eligibility.

Do Wyoming athletes have to tell the school about an NIL deal?

None (NIL is prohibited).

Does a travel ball or club deal count in Wyoming?

State association rules follow the athlete, not where the deal came from. A travel-sourced deal can still cost school eligibility. Statute covers students representing a Wyoming high school in a WHSAA-sanctioned sport/activity; it does not address middle school or non-school club play, and payments for non-sanctioned competitions are an express exception within WHSAA limits.

Can a Wyoming high school athlete use an agent for NIL?

Not addressed. Signing a professional playing contract forfeits status.
