High school

Who sets the rules

AIA (Arizona Interscholastic Association)

The rule

AIA Bylaw 15.11.1: a student may benefit from NIL provided it is not connected to the AIA-sanctioned high school team or activity program and follows the 15.11.1.2 guidelines; compliant NIL does not affect amateur status.

Tell the school

5 school days, to the athletic director

Student or parent/guardian must notify the school Athletic Director within five (5) school days of entering any NIL contract/agreement (15.11.1.2.8). No dollar threshold, no AIA form.

Off limits

No pay tied to performance; no enrollment inducement; compensation may not come from school, booster club, collective, or anyone acting as agent for the school; student may not be a member of or receive benefits from a Collective or NIL Club (15.11.1.2.3); no school/district/AIA marks, logos, uniforms, mascots; no school apparel/equipment; no member-school facilities; no endorsements conflicting with district policy (e.g., tobacco, alcohol, controlled substances); NIL may not be used to violate Recruitment Rule 15.12; no agreement for athletic services before leaving HS except college letter of intent (15.11.8).

Agents

Not addressed

Only bars agents acting for the school; no rule on student-side agents.

If a rule is broken

Immediate loss of eligibility (15.11.1.1); loss of amateur standing in one sport removes it in all AIA sports for up to one calendar year from discovery or until reinstated by Executive Board (15.11.3).

Middle school, club and travel ball

Bylaw applies to AIA interscholastic eligibility (grades 9-12 per 15.3.1); does not address NIL with club/non-school teams; middle school not covered.

Recent changes

Permissive rewrite of 15.11.1 (replacing 2021 prohibitory emergency language) adopted 2024; text unchanged in 2026-27 bylaws.

College state law

Law in force

The law

A.R.S. 15-1892 (Laws 2021 ch. 141, SB 1296; substantially amended by SB 1615, Laws 2025, chaptered May 7, 2025 with emergency clause)

Disclosure

Athlete must disclose a proposed NIL contract to the institution before signing; records of NIL contracts are confidential/not public records (added by SB 1615, 2025).

Schools paying athletes

Allowed: institutions may compensate athletes for NIL and share revenue from commercial use of NIL; may not pay NIL compensation from student-fee money (SB 1615, 2025).

For high school recruits

None; statute applies to postsecondary student athletes (terms defined by reference to 15-1762).

Recent changes

SB 1615 (2025) added disclosure, institutional pay, student-fee ban, non-employee status, agent protections, raffles; effective on signing (May 2025).

NCAA Division I, everywhere

Every deal worth $600 or more (added up per payer) entered since July 1, 2025 or the start of junior year, whichever is later, must be reported through NIL Go within 14 days of starting classes or before the first game.

Recruits enrolling on or after August 1, 2026 may hire agents under the April 15, 2026 Division I rule. The NJCAA still ends eligibility for a written agent agreement.
