Oklahoma Secondary School Activities Association (OSSAA)

The rule

OSSAA 'Guidelines Regarding Name, Image and Likeness' (board-approved Oct. 5, 2022) state NIL activity does not put amateur status at risk if the student complies with Rule 5 (amateur status) and Rule 9 (undue influence) and the listed conditions are met.

Students receiving $200 or more in NIL compensation must submit the OSSAA NIL Disclosure Form to school administration (athletic director) within 14 days, with student and parent signatures and proof of execution of the deal. Districts may be stricter.

Off limits

No school logos, name, mascot, school-issued uniforms, facilities, awards or spirit wear while performing the NIL activity; no school game or practice footage (club/non-school footage allowed); collectives and booster-funded pools prohibited; "School Actors" (coaches, admins, teachers, boosters, donors within 10 years) may not arrange or pay, except for their own child; restricted industries: gambling, alcohol, tobacco, firearms, adult entertainment, banned substances, unlawful activity; no NIL as enrollment inducement (Rule 9); no interference with the school day.

Not addressed

OSSAA partners with Eccker Sports for NIL education; guidelines reference the state Revised Uniform Athlete Agents Act only indirectly.

College state law

Law in force

The law

70 O.S. §§ 820.21-820.27 (Student Athlete Name, Image and Likeness Rights Act); § 820.23 amended by Laws 2025, c. 36, § 1 (emerg. eff. May 3, 2025); § 820.24 amended by Laws 2025, c. 36, § 2.

Disclosure

70 O.S. § 820.24(B): a student athlete with an NIL payment contract or professional-representation contract must disclose it 'in a manner designated by the postsecondary institution'; no statutory deadline.

Schools paying athletes

Allowed: § 820.23(B)(1) (2025 amendment) lets a postsecondary institution, or a third party authorized to act on its behalf, pay or direct payment to a current or prospective student athlete as permitted by the Act; no state-allocated funds may be used. Institutions may also enter NIL licenses/endorsement deals (§ 820.23(B)(2)). Gov. Stitt's Jan. 2025 executive order preceded the statutory change.

For high school recruits

Yes: § 820.23(B)(1) expressly covers payments to a 'prospective student athlete' (undefined). No high-school-specific carve-out; 'student athlete' takes the Revised Uniform Athlete Agents Act definition (§ 820.22(5)).

Recent changes

Laws 2025, c. 36 (eff. May 3, 2025) amended §§ 820.23 and 820.24 to authorize institutional/third-party payments.

NCAA Division I, everywhere

Every deal worth $600 or more (added up per payer) entered since July 1, 2025 or the start of junior year, whichever is later, must be reported through NIL Go within 14 days of starting classes or before the first game.

Recruits enrolling on or after August 1, 2026 may hire agents under the April 15, 2026 Division I rule. The NJCAA still ends eligibility for a written agent agreement.
